Child Support amendments delayed a second time

Revenue Minister Todd McClay announced today the first of the reforms in the Child Support Scheme Amendment Act would be delayed a year because of the “complexity of the reforms”.

“Inland Revenue has informed me… it needs more time to implement the new scheme to the high standard that the Government expects.”

It is the second time the changes have been delayed – the Social Services Select committee held back the changes so IRD would have time to adjust its systems.

I wonder if IRD will be forced to pay the government substantial penalty payments for being overdue in their service delivery.

I may contact the IRD Child Support team and advise them that “My newly assessed Child Support payments would be delayed a year because of the “ridiculous over-assessment of my real income”, and that “I need more time to raise my salary to the high standard that the IRD expects.”

Honestly, what a complete sham.

  1. Since Novapay has been such a disaster and the government is taking back direct control of teachers wages should we expect that they will be taking back control of child support since IRD has make such a disaster out of the management of it.

  2. I think that you are taking cs too seriously? Like fc$, cs$ only damage people who take it seriously, as pre$ented.

    To survive, you need to be street wise and pragmatic.

    You cannot serve your children in any way, if you don’t survive. Budget to survive, that is why I am a troll living under a motorway bridge… Most NCP(men) cannot afford pride and survival…

  4. This is old news. The link provided states the changes will now kick in on 1/4/15 (covering CS tax); and a year later for the other changes. There was an extensive thread here in MENZ at the time.

  6. Yes this is old news BUT we all await to see if they can actually deliver as promised or if this does become another NOVOPay.
    I am assured by high up in IRD it is on track and ready to roll. Their new calculator will be on the IRD website shortly (August 2014)after the first one was taken down due to the error rate it produced.

  8. I am very sure that Mr Peter Dunne hoped this change would be an election winner for him and his now defunct party.
    Unfortunately the first attempt overseen by Mr Dunne almost became a NOVOPay and he got caught in compromising situation and became persona non-gratia for a while. However his seat is still useful for Mr Key and otherwise unwinnable for National so he is likely to be back but on a shorter leash.

  10. Makes me think that because so many men had reductions that there must have been many complaints from the thieves that there haul was going to be so drastically reduced. Now the calculators need to be tweaked. Maybe a fairer system wasn’t supposed to highlight how ripped off NCP are!!!

    A research grant for a moral compass for women would have been a better investment and much more cost effective in the long run, oh and great for the kids too.

  14. Guys get an auditor and review your child support accounts. Or audit yourself. IRD is asking for the same money/ assessment twice to three times … i.e they will claim twice for a same month…
    and then put it down as overdues

    Is the limitation a car that you could have as much fun in it as you would like to have but ultimately the computer programme that runs it MMMM wouldn’t want to let you crash

  29. The new 2015 child support calculator was put up this week on the IRD website of what you might pay / receive.
    $1000 a month for two kids is going up to $1200 a month because of no shared care!!!!!!!!
    So much for the 5% which may psy any extra $600 plus a year thats a $2400 increase.
    Also if I put in the ex’s wage as $24 k or $34 k she will still receive basically the same from me give or take $4 a week

  31. Awesome for you & congrats!!!!! The ex controls & denies access thus the no shared care as a way of reducing payments. Cant afford CS & a lawyer & kids older so just gonba hang in there a few more years then bingo!

  33. Could someone explain how can the IRD estimate earning capabilities is that person is actually not earning such level ?
    If I earn $80k, how could the IRD believe I should earn $120k potentially ?

    Also, does anyone understand the definition of income from 2016 ? Looks like anyone with a business will see its income based on not his salary/wage but its business income. How does that work ? Especially if you need cash for Capex or debt repayment. Cheers

    3news.co.nz – The Government has written off nearly $5 billion in tax debt since coming to power, which the Opposition says tells a different tale to the touted “rock star” economy. Since the financial year ending in 2009 the Government had written off $4.9b in tax debt for more than one million people. Labour MP Stuart Nash, who released the figures, said 720,000 New Zealand companies had also had their total tax liabilities written off because IRD assessed their ability to ever repay the debt as zero. “There are two sides to the New Zealand economy under the National government: the ‘rock star’ economy trumpeted by Finance Minister Bill English and the one we don’t see or hear about.” In the 2014 year the Government wrote off $930 million for 169,000 people. This was up from $722M written off for 255,000 people in the 2009 year. The write-off value excludes child support debt. It includes student loan, kiwisaver, working for families, penalties and interest.
